Explanation
Rainbow… exists. She’s got a tiny bit of multi-tile scaling thanks to her active, but the rest of her kit is about as generic as snipers get. Of note, fellow Welfare sniper Allura has a very similar kit; both are a little underwhelming when Vice (and her free Alter) are readily available. She’s still good enough to handle most content, but that’s about all that can be said.
